2019-2020 Student Performance Report This report provides an update on performance trends and gaps for BCPS students. This analysis explicitly connects the data with systemic initiatives, priorities, and action steps that were developed to raise the bar, close the gaps, and prepare our students in alignment with The Compass: Our Pathway to Excellence (The Compass). This update is in accordance with Policy and Rule 3170 and provides information on student performance on assessments.

PSAT Executive Summary-External On January 26, 2021, BCPS administered the PSAT exam to any Grade 11 student who wanted to participate in the assessment. This is a summary of this administration.
   
2018 Ensuring Equity Students and Families Experiencing Homelessness This report identifies challenges in serving students and families experiencing homelessness in Baltimore County Public Schools (BCPS). Legislation exists to help protect the rights of students experiencing homelessness by requiring school systems to adhere to specific guidelines. For the purposes of this program review, legal mandates were used to benchmark current practices and to identify areas for improvement.
   
2019 Bullying Experience of Nonbinary Students Understandings of gender identity have shifted in recent years, and many individuals in the United States now recognize that gender is not confined to two binary categories. This report utilized information from the 2019 BCPS Stakeholder Survey to explore school climate of secondary nonbinary students.
   
2019 Stakeholder Survey System Report The Baltimore County Public Schools (BCPS) Stakeholder Survey polls all facets of Team BCPS and focuses on four areas: academics, safety and security, communication, and organizational effectiveness. The survey contributes vital information to the evaluation and improvement of key activities that drive student and organizational performance including school progress planning and allocations from Title I-IV federal grants.

2015-2016 to 2019-2020 Advanced Placement (AP) Trend Analytics by Student Group This report examines AP enrollment, exam participation, and exam pass rate from 2015–2016 to 2019–2020 by student group. Please note when reviewing numbers of students per group that students may participate in a course and not take the exam or take the exam but not participate in the course.
   
2020-2021 School Turnaround Literature Review This document examines theoretical and empirical literature related to the growth trajectories in The Compass: Our Pathway to Excellence, Baltimore County Public Schools (BCPS).

   
2020-2021 CCR BCPS Graduates and Post Secondary Education This study retrospectively examines the performance on high school college and career readiness (CCR) indicators of Baltimore County Public Schools (BCPS) graduates who have enrolled in post-secondary education, thus allowing for an understanding of how high school CCR indicators may predict enrollment and persistence in post-secondary education.
   
MSDE September 30, 2019 Official Enrollment The MSDE 9.30.2019 Office Enrollment report identifies student enrollment, as of 9.30.2019, in the aggregate and by student group for the state and local school systems overall and by level. The data is reported as a twelve-year trend report highlighting a one-year change rate. In addition, the report provides total count of schools, programs, and centers by state and school system. 2020 Maryland Public School Enrollment Projections The Public School Enrollment Projections 2020-2029 report is an update of the Maryland Department of Planning’s annual report on public school enrollment statistics. The report provides projections of public school enrollment through 2029 by grade for each of the local school systems, including historical data from 2009-2019. This report can also be found by going to the MDP Web site.
   
Four-Year Adjusted Cohort Graduation and Dropout Rate 2020 Cohort-suppressed On February 23, 2021, MSDE released the Four-Year Adjusted Cohort Graduation and Dropout Rate for the Class of 2020. This Executive Summary provides the trend data for graduation and dropouts for the classes of 2018, 2019, and 2020. This data is aggregated for all students as well as presented for each of the student groups – race, SE, EL, and FARMS. In addition, the appendices provide the three-year trend in graduation and dropout rates for each of the high schools.
   
BCPS Disproportionality Plan and Equity Metrics Data Overview (Response to October 2020 BOE Request) This report was requested by the BOE for data on inequities among BCPS students receiving special education services. Along with data the request included action steps to address these inequities.
   
2019–2020 College and Career Readiness: An Examination of Indicators Data Report The 2019-2020 College and Career Readiness: An Examination of Indicators Data Report examines the pathways by which high school students earn the "Met CCR" designation as articulated the College and Career Readiness (CCR) and College Completion ACT of 2013 CCR Toolkit. The Data Report specifically compares the percentage of students in Grade 12 during 2019-2020 who earned the "Met CCR" designation by race and receipt of special service.
   
The Compass: Our Pathway to Excellence - Spring 2021 Update - Executive Summary On Tuesday, July 14, 2020, the Board of Education of Baltimore County Public Schools (BCPS) unanimously approved The Compass: Our Pathway to Excellence (The Compass). Our strategic plan, The Compass, is designed to prepare each child in BCPS to graduate ready to enter their chosen career, career training, military training, or credit-bearing college coursework. To accomplish this goal, The Compass thoughtfully and purposefully identifies Compass Commitments organized by the five Focus Areas to measure and monitor our progress. The Compass Commitments and Equity in Action Statements demonstrate our vision grounded in Board Policy 0100: Equity of raising the bar, closing gaps, and preparing all students for the future. The Compass: Our Pathway to Excellence Spring 2021 Executive Summary provides an update on The Compass in action, impact on reporting due to the global COVID-19 pandemic and BCPS cyberattack, and recommendations for 2021–2022 targets.
   
SAT Board of Education Update
In The Compass: Our Pathway to Excellence, the Purpose statement intentionally establishes expectations for BCPS to increase achievement for all students while providing a variety of pathways to prepare students for career, college, and service. The “College and Career Readiness Score on SAT” (CCR) is an achievement marker on the BCPS College and Career Ready Pathway. The 2019 SAT Day Participation and Performance Data Report shares participation and data results from our most recent SAT Day administration for Grade 11 students from the spring 2019, as well as next steps in reporting the spring 2021 SAT results.

The Compass: Our Pathway to Excellence End of Year 2021 Executive Summary The Compass: Our Pathway to Excellence End of Year 2021 Executive Summary provides an update on the BCPS strategic plan unanimously adopted by the Board on July 14, 2020. This update includes information about the Office Progress Plan (OPP) and School Progress Plan (SPP) processes, as well as the System Improvement Team (S.I.T.) for the 2020-2021 school year. Additionally, the summary provides a look ahead to the 2021-2022 school year with The Compass serving as our true north to raise the bar, close gaps, and prepare every student for the future.
   
2021-2022 Annual Student Performance Report The 2021–2022 Student Performance Report Executive Summary provides an update on student performance to better understand current levels of performance and achievement. Additionally, it provides an overview of the 2021–2022 BCPS Assessment Landscape as well as cross-divisional plans aligned with systemic initiatives, priorities, and action steps outlined in The Compass: Our Pathway to Excellence (The Compass) to raise the bar, close gaps, and prepare every student for the future. This update is in accordance with Policy 3170: Performance Management System for Continuous Improvement and was presented at the Board Meeting on 9/28/2021.
   
BCPS 2019 ESSA Consolidated Strategic Plan: Federal and State Grant Applications and COMAR Requirements The Local Every Student Succeeds Act (ESSA) Consolidate Strategic Plan replaced the Maryland Bridge to Excellence in Public Schools Act (formerly BTE/Master Plan). Annual report submitted to Maryland State Department of Education (MSDE) provides an update on progress toward student achievement goals, including reporting on the use of Federal and State grants and COMAR requirements for 1) Gifted and Talented and 2) Comprehensive Teacher Induction and Mentoring for the 2018–2019 school year.
   
BCPS 2020 ESSA Consolidated Strategic Plan: Federal and State Grant Applications and COMAR Requirements Annual report submitted to Maryland State Department of Education (MSDE) provides an update on progress toward student achievement goals, including reporting on the use of Federal and State grants and COMAR requirements for 1) Gifted and Talented and 2) Comprehensive Teacher Induction and Mentoring for the 2019–2020 school year. Due to COVID, school closures, and the various learning related plans submitted by Local School Systems (LSS), MSDE did not require LSS to submit the goal/content component of the plan for focus areas.

Fall 2021 MAP Assessment Results MAP assessments, joined with other data points, provide detailed, actionable data about where each student is on his or her unique learning path. MAP assessments differ from other data sources used by BCPS to inform instruction by being nationally normed and by tracking student progress throughout a year and across school years. The Fall assessment gathers baseline data for each student at the beginning of a school year. This report provides data on student performance on the Fall 2021 MAP administration.
   
Kindergarten Readiness Assessment (KRA) Results 2021 This report provides the BCPS performance on the KRA assessment. KRA results are reported to show an overall student performance score (Composite Score). In addition, scores are reported for the four assessed domains.
   
PSAT 2021 Assessment Results On October 26, 2021, BCPS administered the PSAT exam to all students in Grades 9 through 11. This is a summary of the results of this administration.
   
Fall 2021 Assessment Results-Early Fall Assessment (Mathematics and ELA) This report provides systemic results on the Early Fall Assessments in conjunction with Fall MAP results. The Early Fall Assessment results are different than the usual state reporting. Local School Systems (LSS) are provided with the average number of points correct and the percentage of students at each of the three performance levels. MAP results have not changed from prior years. It is even more important this year as we move forward from the effects of the COVID–19 closures to always use multiple data points when making instructional decisions for students whether at a classroom level or a curricular level.
   
Kindergarten Readiness Assessment (KRA) Results 2021 This report provides the BCPS performance on the KRA assessment. KRA results are reported to show an overall student performance score (Composite Score). In addition, scores are reported for the four assessed domains. (Updated with State Composite Score information from MSDE.)
   
System Improvement Teams (S.I.T.) End-of-Year Report 20212022 The S.I.T. end-of-year report summarizes the work in eleven focus areas from July 1, 2021, to June 1, 2022, and consists of the following sections: 1) Background information, 2) List of the S.I.T. Team Activities, Work Products/Documents presented in 2021–2022, and 3) Considerations/Next Steps for 2022–2023.
