Appeal Process for Residency 


A decision of the principal to withdraw a student under Rule 5150 may be appealed to the Executive Director, Department of Social-Emotional Support, c/o Residency Liaison, Baltimore County Public Schools, Jefferson Building Lower Level, 105 West Chesapeake Avenue, Towson, Maryland 21204 or you may email your appeal at [email protected].

The appeal must be signed, dated, mailed, and filed with the executive director within fifteen (15) business days of the date the application was denied. 

The appeal must include the following:

    a.  The full name, email, mailing address, and telephone number for the person filing the appeal or that person’s designated representative.
    b.  The Student's name, school, and grade. 
    c.  A copy of the school’s withdrawal letter signed by the principal.
    d.  A concise statement of the issues presented and the facts about which the person is appealing.
    e.  Any supporting documentation that you would like considered. 

The executive director, or their designee, will make every effort to issue a written decision within thirty (30) business days of the receipt of the written appeal.


 

Appeal Process for Special Permission Transfers


The decision of the principal or director to deny a special permission transfer application under Rule 5140 may be appealed to the Executive Director, Department of Social-Emotional Support, c/o Residency Liaison, Baltimore County Public Schools, Jefferson Building Lower Level, 105 West Chesapeake Avenue, Towson, Maryland 21204 or you may email your appeal at [email protected].

The appeal must be signed, dated, mailed, and filed with the executive director within fifteen (15) business days of the date the application was denied.

The appeal must include the following:

    a.  The full name, email address, mailing address, and telephone number of the person filing the appeal or that person’s designated representative.
    b.   A copy of the denied Special Permission Transfer Application Form A signed by the principal or Form B signed by the director.
    c.   A concise statement of the issues presented and the facts about which the person is appealing.
    d.  Any supporting documentation that you would like considered. 

 

The executive director, or their designee, will make every effort to issue a written decision within thirty (30) business days of the receipt of the written appeal.

 



Appeal Timeline

  • Business Days are defined as any day that the central offices of the school system are open for business or as provided on the official school system calendar. 

     

  • The first business day of a stated deadline is counted on the day after the date of the letter issuing the deadline.  

     

  • Appeals received in the residency office before the close of business, at 4:45PM, will be marked as received on that day.  Appeals received after the close of   business will be marked as received on the next business day.
