Under ESSA, there are multiple programs that require the equitable participation of private school students, teachers, and, in some programs, parents. This applies to all private (not-for-profit) schools within Baltimore County’s borders.

 

Baltimore County Public Scholls is currently administering four of these programs:

 

  1. Title I, Part A - Improving Basic Programs

BCPS will provide equitable services after providing timely and meaningful consultation that establishes positive and productive working relationships, makes planning effective, continues throughout implementation of equitable services, and serves to ensure that the services provided meet the needs of eligible children and educators. 

 

A private school’s allotment is based off enrollment figures from the MSDE website. A per pupil allocation is calculated, which fluctuates from year to year.

 

In addition, the below guidelines must be followed when participating in BCPS Federal Grant Programs:

 

  • Educational services or other benefits, including materials and equipment, provided under this section, shall be secular, neutral, and non-ideological.
  • BCPS retains title to all supplies and equipment purchased with federal funds.
  • Public funds cannot be used for the benefit of the general operation of the private school.
  • BCPS must maintain control of the funds at all times.
