Shared Domicile

The student is in the custody of a parent or legal guardian who lives in Baltimore County, in a home where the deed or lease is not in their name.   

Shared Domicile Application (Must be approved by Residency Investigator or PPW)

Shared Domicile Renewal Form - This form is only used to renew your shared domicile annually.  Must be sent to and approved by your school.

Completed Shared Domicile applications and all supporting documents can be submitted to your area Pupil Personal Services Office for approval via email.


Once the application has been approved, you can communicate with your school to complete enrollment.



Child of Employee


The student is the child of a Baltimore County Public Schools employee who does not reside in Baltimore County but who wishes for their child to attend a Baltimore County Public School.

Application To Enroll Child of Employee (Must be approved by PPW)

Child of Employee Contract - (Must print a submitted to the PPW.)



State Supervised Care

The student is living with a Baltimore County resident/caregiver through an arrangement with a state agency such as the Department of Social Services, Child Protective Services, or the Department of Juvenile Services. This includes students living in a foster home or a residential facility.

Informal Kinship Care


The student is living with a caregiver in the absence of the parent due to one of several circumstances identified by Maryland Law 7-101; the caregiver is a Baltimore County resident who is a relative but who does not have legal guardianship granted by a court or agency. The parent's last known address was in the state of Maryland.

Informal Hardship Care


The student is living with a caregiver in the absence of the parent; the caregiver is a Baltimore County resident who may or may not be a relative and who does not have legal guardianship granted by a court or agency; the parent may or may not reside in the State of Maryland.  Informal hardship care may be granted only for the reasons stated in Superintendent's Rule 5150.

Non-Resident Approvals

The residency office can also assist with Exchange Students, Medical Placements, Relocation: Families Moving Out-of-County, Relocation: Families Moving into the County By November 1st, and Relocation: Seniors wishing to complete their final year in Baltimore County Public Schools.

Appeal Process for Residency

A decision of the principal to withdraw a student under Rule 5150 may be appealed to the Executive Director, Department of Social-Emotional Support, c/o Residency Liaison, Baltimore County Public Schools, Jefferson Building Lower Level, 105 West Chesapeake Avenue, Towson, Maryland 21204 or you may email your appeal at [email protected].

The appeal must be signed, dated, mailed, and filed with the executive director within fifteen (15) business days of the date the application was denied. 

The appeal must include the following:

    a.  The full name, email, mailing address, and telephone number for the person filing the appeal or that person’s designated representative.
    b.  The Student's name, school, and grade. 
    c.  A copy of the school’s withdrawal letter signed by the principal.
    d.  A concise statement of the issues presented and the facts about which the person is appealing.
    e.  Any supporting documentation that you would like considered. 

The executive director, or their designee, will make every effort to issue a written decision within thirty (30) business days of the receipt of the written appeal.
