Educational research and literature is clear that the most important factor in student learning and achievement is an effective teacher in every classroom. It is incumbent upon the Baltimore County Public Schools System to provide resources to ensure that every child in BCPS learns from an effective teacher every day and every year. According to the National Staff Development Council, it is clear those supports need to occur as close to the work environment as possible (NSDC, 2010). Through the work of staff development teachers, Baltimore County Public Schools provides a school-‐based instructional leader in selected schools whose job it is to:
- support the administrative team as they implement and monitor the School Progress Plan,
- facilitate professional learning communities, and
- provide a continuum of professional development experiences aligned with that plan.
