Baltimore County Public Schools engages international students and their families through a variety of programs:


International Parent Leadership Academy

The International Parent Leadership Academy, IPLA consists of a series of workshops designed to build awareness among international families about programming and resources within Baltimore County Public Schools.  The goal of the program is to develop parent leaders who will continue to engage other families in their children's schools.  If you're interested in joining us, please contact Xiang Li, ESOL Specialist.  

Welcoming Events

Welcoming Events aim to bring together immigrants, refugees and native-born residents to raise awareness of the benefits of welcoming everyone.

Parent Workshops

The Office of ESOL supports schools in providing parent workshops and activities to assist families in learning about schools in the United States and supporting their children in promoting academic achievement.

Family Reunification 

The Family Reunification Program aims to provide support services for families who are reuniting after extended periods of separation due to conflict, natural disaster, economic hardships or for any other reason.  This programs seeks to provide a safe space for families to reunite.

ESOL Family School Liaisons

The Office of ESOL employs 6 family school liaisons who, in addition to organizing and facilitating family outreach programs, are also responsible for:

  • Informal native language assessments
  • ESOL program compliance oversight at non-ESOL centers
  • ESOL summer program support
