Blueprint 2.0 envisions world-class teaching and learning in digital environments that personalize learning for every student by raising the achievement bar and closing gaps. World-class teaching and learning embodies the following components:

  • Effective teachers and leaders who believe that every student can learn at high levels
  • Targeted interventions to maximize learning time and address student social and emotional needs
  • Strategic use of data to guide continuous improvement
  • Community support for the school, staff, and students and a focus on globally competitive graduates

BCPS supports all schools in creating world-class teaching and learning environments including an informal annual visit by the Superintendent, monthly professional development for principals, county-wide professional development for teachers, professional development for assistant principals, Learning Walks for principals, School Progress Plan development, school-based professional development planning, targeted professional development on data use, Positive Behavioral Interventions and Supports, and Maryland Safe and Supportive Schools (MDS3). BCPS created the Differentiated Tiered Support Model to strategically deploy staffing and resources that will ensure progress toward world-class teaching and learning for every preschool through Grade 12 student.

Tier III Support to Schools Schools receiving Tier III support are impacted by demographic variables such as higher mobility rates, free and reduced-price meal participation, and non-English speaking student enrollment. Schools receiving Tier III support may also have multiple student subgroups needing to show growth as defined by the indicators and metrics in Blueprint 2.0. Transform student results by providing intensive level of supports to close the achievement gap.

Tier II Support to Schools Schools receiving Tier II support may have targeted student subgroups needing to show growth as defined by the indicators and metrics in Blueprint 2.0. Provide supports in accelerating progress for all students in system outcomes.
