Office of Fingerprinting

The Office of Investigations and Records Management (OIRM) is responsible for overseeing the fingerprinting and criminal background checks for all paid positions and some other categories of personnel (see link: Who is Required to be Fingerprinted?)

FINGERPRINTNG:
In accordance with the Annotated Code of Maryland, Family Law Article, §5-561(a), all employment candidates and employees are required to be fingerprinted for a criminal background check. Prior to employment with a public school system in the State of Maryland, an employment candidate must undergo a criminal background check, as required by the Annotated Code of Maryland, Family Law Article, §§5-560 - 5-568.

During the background investigation process, an individual’s background will be thoroughly checked and verified from a variety of sources such as the Federal Bureau of Investigation (FBI), Maryland Criminal Justice Information System – Central Repository (CJIS), Department of Social Services (DSS), and Consumer Reporting Agencies (e.g. verification of social security number). Only upon completion of this background check and subsequent clearance, may an employment candidate begin employment with a public school system.

CRIMINAL HISTORY RECORDS CHECK:
In accordance with the Annotated Code of Maryland, Family Law Article § 5-563, as part of the application process a criminal history records check will be completed. All employment candidates will be required to submit a sworn statement or affirmation disclosing the existence of any criminal convictions, probation before judgment dispositions, not criminally responsible dispositions, or pending criminal charges without a final disposition.

OUTLINED BELOW ARE THE STEPS IN THE FINGERPRINTING PROCESS:

  1. Obtain an authorization code from your Personnel Officer, Analyst, or other hiring representative before scheduling a fingerprinting appointment.
  2. Log on to the fingerprinting vendor’s Website at www.Identogo.com to schedule an appointment or call the toll free number 1-877-467-9215.
  3. Questions about hours, location and cost can be found in “Fingerprint Information Sheet” located under Forms at the right hand side of this page. (All documents are also available at the Office of Fingerprinting.)
  4. Two forms located under Forms at the right hand side of this page need to be completed for your background check; instructions are given to properly complete the forms in this paragraph. Please complete online the fillable Department of Social Services Consent of Release of Information form, which then needs to be downloaded, printed and signed in BLUE INK. TWO COPIES OF THIS FORM IS REQUIRED. Please have the forms notarized by a Notary Public who uses an embossed seal. Please complete the fillable Background Check Application for Non-BCPS Employees which needs to be downloaded, printed and signed. (Double-sided copies are not accepted. Please print single-sided copies of all forms only.)
  5. For costs and other valuable fingerprinting information, please see link entitled, Fingerprint Information Sheet. (Please note: There is no wavier or fee reduction for the cost of fingerprinting.)
