Attend Budget Meetings & Public Hearings

How can the public participate in the budget process?

Public meetings are held at key points in the budget process throughout the year.  The public is encouraged to attend the meetings and may provide written and verbal testimony at public hearings. Testimony will be documented and forwarded to the board or appropriate school system official(s).

The public may also submit written comments directly to the Office of Budget and Reporting via the BCPS Budget Feedback Form.  Comments will be acknowledged and forwarded to the board or appropriate school system official(s).

October – Pre-Budget Area Council Advisory Meetings

BCPS begins its annual budget process in October of each year.  The superintendent will review and consider budget proposals from October through December, and will submit a budget to the Board of Education of Baltimore County (Board) in January.  The area advisory council pre-budget meetings are held in selected schools in each geographical area of the county.  Members of the public are given an opportunity to speak about budgetary issues that are of concern to them.  The advisory council may limit speaking time in order to allow all members of the public an opportunity to speak.

January – Baltimore County Board of Education Public Hearing:  Operating Budget
The Board of Education public hearing is held in a selected school. Members of the public are given an opportunity to speak about budgetary issues that are of concern to them. Speakers should arrive prior to the meeting start time to sign up. The board may limit speaking time in order to allow all members of the public an opportunity to speak.

May – Capital Budget Public Hearing:  Capital Budget
The capital budget public hearing is held in the Education Support Services (ESS) building.  The capital budget is used to fund multi-year projects related to the acquisition, construction, or improvement of our facilities.  Members of the public are given an opportunity to speak about budgetary issues that are related to capital projects.  Speakers should arrive prior to the meeting start time to sign up.  Speaking time may be limited in order to allow all members of the public an opportunity to speak.

May – County Council Public Hearing:  Operating and Capital Budgets
The Baltimore County Council public hearing is held in council chambers.  Members of the public are given an opportunity to speak about budgetary issues that are of concern to them.  Speakers should arrive prior to the meeting start time to sign up.  The council may limit speaking time in order to allow all members of the public an opportunity to speak.
