The BCPS Teaching and Learning Framework

With guidance from Superintendent S. Dallas Dance, the BCPS Division of Curriculum and Instruction developed a BCPS Teaching and Learning Framework to explain the foundational beliefs and approach to teaching and learning that will support BCPS in developing "globally competitive graduates."

The framework merges together three elements: foundational beliefs, a framework for teaching, and a framework for 21st century learning. The final integrated framework guides the priorities and work of the Division of Curriculum and Instruction including professional development, curriculum development, program selection, and teacher evaluation.
Here is a quick overview of its three elements:

Foundational beliefs

BCPS instruction must be:

  • Rigorous
  • Relevant
  • Accessible
  • Responsive

Framework for teaching

BCPS is adopting the Charlotte Danielson Framework for Teaching that divides teaching responsibility into four research-based components:

  • Planning and preparation
  • Classroom environment
  • Instruction
  • Professional responsibilities

Framework for 21st Century Learning

BCPS is also adopting the Framework for 21st Century Learning developed by the Partnership for 21st Century Skills. This framework describes the skills, knowledge, and expertise students should master to succeed in work and life in the 21st century.

  • Core Knowledge
  • Learning and Innovation Skills
  • Information and Media Technology Skills
  • Life and Career Skills
