Mychael Dickerson
Chief of Staff

Mychael Dickerson became Chief of Staff for Baltimore County Public Schools in July 2017. Previously, he served as Chief Communications Officer for BCPS and executive director of communications, community outreach, and public policy for Henrico County Public Schools. He was a news anchor and reporter for WWBT NBC-12 in Richmond, Virginia. Mr. Dickerson has a bachelor’s degree in communications and a master’s degree in public administration from Virginia Commonwealth University. He was born and raised in Charlottesville, Virginia.

Dr. Boswell-McComas
Interim Chief Academic Officer

Mary Boswell-McComas became Interim Chief Academic Officer for Baltimore County Public Schools in July 2017. Previously, she served as BCPS Executive Director of Academics and Coordinator of Professional Growth and Partnerships. Prior to those positions, Dr. Boswell-McComas was a principal in Baltimore City Public Schools and an administrator and teacher in Harford County Public Schools. She obtained the rank of captain in the United States Army Reserves. Dr. Boswell-McComas has a doctoral degree in education from Wilmington University, a master’s degree in curriculum and instruction from Loyola University Maryland, and a bachelor’s degree in history from Loyola University.

Kevin D. Smith
Chief Administrative and Operations Officer

Kevin D. Smith became Chief Administrative and Operations Officer for Baltimore County Public Schools in July 2014. Previously, he served Henrico County Public Schools (Virginia) as Assistant Superintendent for Finance for the past 16 years. Mr. Smith obtained a bachelor's degree in Accounting and master's degree in Economics and Finance from Virginia State University. He was born and raised in Franklin, Virginia.

Dr. John Mayo
Chief Human Resources Officer

John Mayo became Chief Human Resources Officer at Baltimore County Public Schools in May 2014. Previously, he served as Assistant Superintendent for Middle Schools at Baltimore County Public Schools in July 2012, and before that he served as assistant superintendent in Petersburg City Public Schools and principal in both Henrico County Public Schools and Goochland County Public Schools. Dr. Mayo earned a doctoral degree in educational leadership and policy studies from Virginia Tech, a master’s in education from Virginia Commonwealth University, and a bachelor’s in biology from Virginia Union University. He is originally from Richmond, Virginia.

Dr. Russell Brown
Chief Accountability Officer

Russell Brown became Chief Accountability and Performance Management Officer for Baltimore County Public Schools in January 2014. Previously, he served as deputy chief of organizational accountability for the Cleveland Metropolitan School District, researcher for the Reading First Program at the University of Akron, and was a published author and children’s mental health professional. From the University of Akron, Dr. Brown earned a Ph.D. in counseling psychology, an M.S.Ed. in community counseling, and bachelor’s degrees in biology and philosophy.

Chief of Organizational Effectiveness

William Burke became Chief of Organizational Effectiveness for Baltimore County Public Schools in July 2014. Previously, he served BCPS as assistant superintendent of organizational development, executive director of professional development, principal and teacher. Mr. Burke obtained a master’s degree from The Johns Hopkins University and a bachelor’s from the Towson University.
