The Office of Equal Employment Opportunity (EEO) is responsible for two primary functions: (1) investigating complaints and charges of discrimination based upon discrimination, harassment, and retaliation; and (2) resolving requests for workplace accommodations under the Americans with Disabilities Act (ADA).

EEO INVESTIGATIONS - The EEO Office is responsible for the following:

  • Investigates workplace complaints of discrimination and harassment based on race, color, gender, religion, national origin, age, sexual orientation, marital status, genetic information, disability, veteran’s status, or any other protected basis under federal, state, or local laws.
  • Oversees an internal complaint process for employees in compliance with Board of Education Policy and Superintendent’s Rule 0300 (equal employment opportunity); Board of Education Policy and Superintendent’s Rule 4102 (sexual harassment), and Board of Education Policy and Superintendent’s Rule 4100 (employee conduct and responsibilities).
  • Receives and investigates external complaints and charges of discrimination filed by employees with the U.S. Equal Employment Opportunity Commission, the U.S. Department of Education’s Office for Civil Rights, and the Maryland Commission on Civil Rights.
  • Provides guidance to employees who are experiencing EEO related problems in the workplace.
  • Reviews workplace conflict issues and offers guidance to supervisors on conflict resolution, training opportunities, and progressive discipline

ADA ACCOMMODATIONS - The EEO Office is responsible for the following:

  • Receives requests for workplace accommodations from employees who have disabilities or require certain adjustments in the workplace in order to perform the essential functions of the job.
  • Engages employees and supervisors in an interactive process in an effort to resolve workplace accommodation requests in compliance with state and federal disability laws.
  • Makes accommodation determinations and maintains confidential files.
  • Offers support for employees who are disabled or become disabled, including referrals to Cigna, BCPS’s external employee assistance program provider.
  • Consults with staff from other offices to coordinate appropriate services to employees who require accommodations.
